Is it possible to force all registered users to be subscribed (for email) to a particular category?
When we ran mailman, we could enforce subscription to a particular list (our organisational announcement list). We’d like to be able to do the same in Discourse.
Is this possible now, or is this a feature that could be built?

You can use the “default categories watching” site setting to ensure your new users (it’s not retro-active) watch that category by default. But they will be able to change their notification level if they want to.
To do it retrospectively or to re-subscribe anyone who dared to unsubscribe or to subdcribe people based on group membership, you can use this plugin:
